Andy is spot on. Unless the wincnc window is the active window the device will not respond. Mine is 3yrs old and I have no issues like you are mentioning.

Put the SB surfacing bit in, lower it to the table and set Z0.
Raise the bit, place the dust shoe and type Z0 to lower it back to the surface
Run Micks wizard and just hit enter...
