I don't think your spinning the bit fast enough.

I tried 18k at 600ipm yesterday. Same result

How about an image of your machine with a circle of where the bad cuts are happening? If you flip the part will the problem flip? I know everyone in the in crowd likes spiral and comp bits, but I use a LOT of straight 2 flute bits.

I would be happy to test your file on my machine if you would share it here, maybe one part.
As I said earlier, it could be the ply, the bit, speed, feed, machine or the file.
I can take a few of those variables off the table pretty fast.

I have a few more ideas to test related to tolerances and feeds and speeds. Let me give those a shot before taking you up. Thanks again!

You may also want to try some material with an mdf core to make sure you get a smooth cut and radius. Sometimes the ply is the issue.
I have some of both if you need a scrap or two.
